M. Sc. / M. C. A. - M. Tech. are eligible to teach Computer Science and Engineering

It has been a night mare for many graduates with M Sc in Computer Science / Statistics / Mathematics and MCA qualification that they are not eligible to teach for Computer Science and Engineering even after acquiring M Tech in Computer Science and Engineering. I will try to analyze the problem and probable reason/mafia behind scene so that Government or any concerned authorities like AICTE is not issuing any letter notifying eligibility of candidates with M Sc/ MCA – M Tech.

It takes 6 or 7 years for a student with engineering to acquire M Tech degree with four years of B E/ B Tech and two years of M E/ M Tech and few universities offers M Tech of three years and for such students it takes 7 years to acquire M E / M Tech.

But for a student with B Sc background it takes minimum of 7 or 8 years of study to acquire M E/ M Tech degree.  Graduate degree spanning three years and a post graduate degree like MCA takes three years and M Sc in Mathematics/ Computer Science/ Statistics will take two years after that acquiring M tech / M E is not only costly affair, it is another two years of struggling for a PG degree after acquiring one already.

According to M Tech Admission notifications of many universities, MCA or M Sc in computer science/ statistics/ mathematics are eligible for taking admissions into M Tech – with Computer Science and Engineering specialization.

Now, the private engineering colleges are stating or telling verbally that MCA/ MSc – M Tech qualified candidates are not only eligible to teach for engineering courses as they don’t possess Bachelor’s degree in Engineering.

- The above two paragraphs are contradicting to each other, why the colleges should allow a person with M Sc/ MCA qualification to take admissions into M Tech courses. Also, when the degrees are same i.e. M Tech in same specialization why one should be deprived of opportunities? No answer from the colleges with only response that it is the rule of All India Council of Technical Education (AICTE)

What exactly there in AICTE handbook?

As per the AICTE handbook released in 2010 to become Assistant Professor for Engineering/ Technology disciplines one should possess ‘BE/ BTech and ME/ MTech in relevant subject with First Class or equivalent either in BE/ BTech or ME/ MTech’, clearly mentioning that a candidate acquiring M tech degree without BE/ BTech is also eligible to teach Engineering courses. AICTE itself has clearly given it in their handbook.
But still why so confusion??

Most of the Engineering colleges are being owned and run by people holding high status in society either politically strong or economically strong. Such colleges are dominating AICTE rather than following AICTE’s guidelines. In the history of AICTE, there is no college that has been closed for the reason of poor standards or lack of infrastructure facilities. Even if closed they are re-opened within a month or a semester.
I doubt the engineering colleges in-turn pressurizing AICTE not to issue any government order or notification regarding confusion over eligibility of candidates with MCA/ M Sc – M Tech qualification.

Why colleges don’t want AICTE to release Clarification?

Colleges love to make money like any other business, engineering graduates usually demand more. By creating rumors that MCA/ M Sc background with M Tech are not eligible to teach Engineering courses. Colleges can make such candidates to work for less salary showing false sympathy that they are being in service even though AICTE is against it! Employees with such qualification (M Sc/ MCA – M Tech) usually cross the age of 27 or 28 and feel that getting job is really difficult and are forced to work for less.

What is the solution??

Graduates with MCA/ M Sc – M Tech qualification should get together and fight so that AICTE can issue clarification in the matter. Few graduates with such qualifications are paid well and they are least bothered about others with same qualification. A combined sincere effort will give fruits.

M Sc/ MCA graduates with M Tech degree are eligible to teach and they can be given appointment like any other graduate with BE/ B Tech or AICTE background.

  1. accoriding to this AICTE norms , already there is one integrated course has been launched i.e mca integrated course.for that obviosely the faculty degree should be higher.according to my opinion if we follow the 5 yr integrated course surely there is good demand for mca,m.tech streams.This is only for Mca people.AICTE should give a minimum value for mca courses.According to my knowledge it is a very good course.But thing is that AICTE is not giving proper criteria to mca course.
    It's my humble request is that change the norms in mca & maintain a minimum standards for mca course.
    Please increase the demand for mca courses.

    1. yes, many of them completed mtech after mca/msc. they are more struggle to completed their dual master degree.. even they are working college side.   8. This academic year all engineering college are not even accepting athe resumes of mca mtech or msc mtech experienced teachers they dont even bother to take the resumes.They are hiring only btech mtech teachers
    even though they are freshers.no value for a teacher with more than 10 years exp teacher compared to fresher.
    The internal conspiracy is teachers who are currently working in eng college are on their mercy,gradually they will start to remove them from jobs one by one.now its hard time to fight against it.people who are already working with good salary though they are phd holders should also start worrying bcz now water is on their head too.Better they realize this.
    Freinds aicte has already sent clarification letter to all state govs and universities in which it is cleary mentioned that we are all eligible but due to the pressures of management colleges it is not publishing in its official gazatte.
    pls type the following in google or aicte website search you can see the clarification circulated in the month of march or june after the gazatte jan 2010 is circulated.

    legal notice and proceed further in court.we heard that a court case is filed against this in tamilnadu.

  21. In A.P almost every engineering college can't take the faculties having qualifications like M.SC/M.C.A with M.TECH(C.SE/I.T).Even though A.I.C.T.E give the clarifications but they are not consider.They violate the A.I.C.T.E rules.
    Even the fact finding committe members and ratification board members in universities like J.N.T.U KAKINADA and HYDERABAD not ratified the faculty members having the above qualifications.There is only one alternative to change A.I.C.TE hand book for the year 2014-15.Currently J.N.T.U KAKINADA can't allow to write P.hd entrance examination in COMPUTER SCIENCE AND ENGINEERING also same is true for S.V. University Tirupathi violating U.G.C rules.So kindly provide a clear clarification regarding above.Otherwise only one alternative spoil our carriers or attempt to suicide.Plz reply as early as possible.

  37. Aicte is giving non sence rules n regulations .I m the one who is suffering with this problem. They don't Hw much tuff it is to work for less selary after having such a good qualifications. Aicte must replace that rule. Otherwise should Nt permit fr mtech admission. Aicte should be responsible for there career.

  40. I am one such victim. I worked in IT industry for 2 years after completing my MSc MTech. Then I tried to switch to teaching in engineering colleges and met this rule. WOW!!!....Then I started preparing for government jobs like Bank PO, SSC (which actually require just bachelor degree) because god knows when AICTE would come up with clarifications.Besides, there are not many technical government jobs which take Msc MTech's. And I have to face stupid questions like why I am trying non-technical jobs even after being MTech. It seems in India, higher qualification is a curse.

  50. hi...there is a big diffrence in the norms for faculty for university and aicte approved collgs. ugc provide norms for universities only and aicte for colleges. in this country masters are not treated same as we hv in others countires. degrees like msc , mtech and Mca should be treated at same level and they should be allowed for teaching graduates of btech , bsc or even Bca. Even after bjp came in ruling, nothing has changes. hrd ministr smiriti irani can even think of all these issues bcoz she herself is not

MCA/M.Sc or any other computer science allied subjects what is the meaning of Computer science and Engineering is there any importance for the term engineering in computer course study but for other branches like ECE,ME,Civil there is a need for Engineering i think there is no need for computer simply call as computer science. Hence for sciences M C A /M Sc are the older degree introduced in many IIT's and Universities. B.Tech comes after these degrees try to understand the reason. So these people have more importance. due to this reason many M C A /M Sc drawing very less salary and thy sit last in experience.

    2. Hi UMA, You need NOT worry. In USA, the people with B.E/B.Tech backgrounds are all (80% of them) working in Gas Stations, Indian Groceries and Liquor shops as well as cab drivers. On the other hand M.Sc and MCA people are working in major software companies. You are thinking about second class citizens. But, here in USA, B.E/B.Tech candidates are treated as 4th class citizens :). The problem is this: Before MCA came into existence, all other people are came from INDIA to USA are B.E/B.Tech backgrounds. They came over here and do other jobs (like HR/Marketing etc ...). As usual, when a software requirement came, they want to put the B.E/B.Tech as required qualification as they are from the same background. Now, the scenario changes in USA. Who can really works at Client site is more important than qualifications. So, there is NO other option for them, except, accept M.Sc/MCA professionals. If you want, we can prove this at any time, if you want to come USA with your media. Hope you understand that. BTW: M.Sc (or) MCA is equivalent to MS in USA. Best of luck ... Thanks

MCA comes before B.Tech CSE but now when their was no facility available to Teach B.Tech,CSE at that time MCA qualification taught them now MCA with M.Tech facing lot of problem so Govt. of India and Education minister should look into the matter seriously and solve it so that they can accepted as faculty in engineering colleges for degree stream because they are feeling isolated after doing so much hard work.

  67. Hi i am Angayarkanni. i completed MCA in engineering and then complete ME degree.
    I done MCA in one of the leading Government Engineering under Anna University. Syllabus of MCA similar to BE and elective syllabus is same of ME elective syllabus.But in private engineering college they are not recruiting MCA., ME candidates. Only selecting BE.,ME candidates.

    Then why Anna university admit MCA students for ME. Joining MCA also anna university conducting tancet exam then counselling but for BE no entrance. how they told MCA ME candidates are not having enough stuff to handle subjects.

    AICTE have to announce MCA., ME also eligible to work in engineering college.
    They can chect the stuff in their interview not in qualification.

    i secured 89% overall. today mca colleges are low.
    my situation become fish out of water.
    now i am working as a COMPUTER LAB PROGRAMMER IN b.tech college.
    my friend did m.tech with me. now he is working as a asst professor in same college.
    i am getting 7000 rupees salary, he is getting 15000 rupees salary.
    even i have dual pg mca+mtech , AICTE made my entire education useless.
    due to my family problems i am unable to go for software jobs.
    I AM sooo worry about this.
    i am praying to god to take necessary action against the fellows who are playing games with our lives.
    definitly this sin never leaves them.

  74. In Tamil Nadu State Overall more then 1000 colleges approved by AICTE. The AICTE every year collect the renewal amount from each institution Rs.100000(One Lakh) and deposited to the Central Government. So the finally AICTE is like; BROKER/MEDIATOR/AGENT/MONEY-COLLECTOR for Central Government between Institution.In mean time they want some expensive money and WHO WE ARE? that's way they collect and make some of useless members to form for the COMMITTEE and they take decision and fix up the faculty norms and published the Government Gazette (AICTE Faculty Norms 2016), but the Central Government don't know any think what they doing, but the Central Government want only money from this AGENT. So do not discus regarding the faculty norms and do not spoil your time.
    Q). Institution how to spend the (renewal)expenses?
    A). Admission From Student Money.
    CONCLUSION:All are BROKER/MEDIATOR/AGENT/MONEY-COLLECTOR.......

  75. M.Sc/M.C.A + M.TECH/M.E is a right and relevant qualification for UGC as well as Engineering /Technology universities and colleges. AICTEs recent eligibility orders removing M.SC/MCA+M.TECH are great injustice to these graduates as well as Engineering college students. Always Science+Engineering can deliver good knowledge to the students. These candidates having M.Sc+ M.tech can certainly deliver better and have more knowledge resource than B.E+M.TECH/ME.

    Kindly let us bring this to the notice of the Honorable HRD Minister, to pass the bill in parliament to make this qualification is eligibility for all engineering /technology universities and colleges. This will avoid frequent changes issued by the AICTE when its members are changing time to time.

    if really INDIA wants to utilize knowledge resources in the right direction, The concern authorities has to look into the ELIGIBILITY norms and need to be reviewed immediately to include SCIENCE+ENGINEERING for all engineering colleges and universities.

  87. After the AICTE Clarification 2016, more than 500 faculties with MCA+MTech degrees are on road. AICTE has published a circular for anomaly removal committee and invited representations till 15 March 2016, and now sitting quietly. As the clarification of 2010 regulations came in year 2016, DO WE EXPECT the response of this anomaly committee in year 2022.

    AICTE is just doing injustice to everyone of us. Most of the people are jobless and unable to feed their children.

    LET GET UNITED FOR THIS and make this a national MOVEMENT,

    We all can gather in New Delhi for protest.

    If you people are not supporting, then remember one day this situation will become worst and people will commit suicides.

    In our protest, we may donate 1 unit blood daily till the final eligibility resolution will not come from AICTE. Let be united. PLEASE>>>>

    In the month of june 2016 aicte has published clarification in its website in the form of a gazatte stating that mca mtech and msc mtech are eligible to teach either btech cse or it depatment.from 2013 engineering colleges
    either removed or not accepting the resumes of such faculty with many years of experience.Many of such faculty are on roads with so many years of gap they are not getting jobs in any other industry very hard in it industry too.Even after aicte officially said all such faculty are eligible in june 2016 now also engineering colleges of hyderabad are not even taking the resumes of such faculty ,i think its time to fight back on the issue.people who are working in management mercy should also come along as after all mercy is always a favour which can be withdrawn any time.

  107. I worked in MCA for about one decade with regular pay scales. After formal closure of the MCA Course the faculty were asked to resign and go. Some of them are represented to AICTE and some are left and some are rehabilitated in the same college on mercy grounds. AICTE is prescribed the qualification that all B.Techs are eligible to teach but all MCAs are not eligible to teach B.Tech. it is ridiculous. AICTE and other relevant agencies / bodies are responsible for this.

    and as compare to b.tech graduates , b.tech graduates have so many subjects than m.c.a graduates. and they study four years degree.
    according to aicte norms mca degree is only for getting job in software companies.

    with three year degree of b.sc you can join b.tech second year directly.
    so you could have your b.tech in three years and m.tech in two years total 5 years.
    this is good approch.

  114. Even after clarification by AICTE some institutes like NITs and few IIITs are still considering students with B.Tech. background for faculty. We should raise this issue aggressively. If someone has done enough core computer science courses during his PhD/MTech, it is totally illogical to consider only B.Tech. background candidates for faculty position.

  115. Sir, I completed B.Sc in mathematics honors in 2009, MCA in 2013 and ME in 2017 through GATE exam. But I am note eligible to teach B.Tech according to AICTE rule.I want to teach b.tech students. Please sir change the AICTE rules otherwise I am not survived. My father is no more, my mother is ill.I am jobless. No one engineering colleges give me a job.

  124. I have completed my MSC in CS in 2013 then completed my Mtech in IT 2016. Currently I am pursuing PhD, which will be completed by 2019. It's really disheartening for me to know that I won't be able to teach in AICTE approved colleges. Please guide my what Can I do after my phD.

  125. This is not just the case with MCA. Even MSc materials science are eligible to write GATE, do MTech. What about their eligibility to teach BE courses.
